Clean Energy Partnership (CEP). In this partnership with the San Joaquin Valley Air Pollution Control District, the SJVCEO is administering Energy Efficiency and Conservation Block Grants from the California Energy Commission to 36 small jurisdictions (cities and counties <35,000 population). In 2009, the SJVCEO, through our administrative services contractor, Professional Exchange Service Corporation, built out a database management program that allows us to effectively manage and monitor, and easily report on the activities of 36 small cities and counties. This tool allows us to gauge stakeholder involvement and tie out communications and progress on more than 120 project sites across the eight counties of the Valley. SJVCEO employs a full time Project Manager and Project Coordinator who manage the monthly reporting to the CEC, write requests for proposals for contracting services, obtain permits, assist with American Recovery and Reinvestment Act (ARRA) compliance, and travel among the various jurisdictions providing broad technical assistance.
