Central Valley Grant Technical Assistance Cohort
 
In partnership with the Energy Efficiency Best Practices Coordinator (BPC), Local Government Commission (LGC), and Institute for Local Governments (ILG), ICLEI will be hosting a structured technical assistance program in June for 5-8 local governments in the Central Valley on energy and grants. Aimed at local governments in the Central Valley with high proportions of DACs, the program will help build capacity for agencies through planning an energy project and coaching them through completing funding applications. The program will guide agencies through resources provided by the state and the public utilities, best practices on community engagement, case studies on successful collaborative community and local government projects, and grant writing.

Significant Opportunity for Local Governments on Solar-Friendly Rates
The CPUC voted on Thursday to reopen, albeit briefly, the eligibility window for local governments to secure 10 years of time-of-use (TOU) 1.0 grandfathering for solar projects. TOU 1.0 rates are much more “solar-friendly” than the TOU 2.0 rates that are currently being planned.

In this two-part webinar series, participants will be equipped to communicate effectively on climate change, empowering you to create and deliver compelling messages that engage and motivate a diversity of Americans in the issue.

Local Government Request:
Has anyone implemented a mandatory or incentive-based SOLAR + STORAGE program/ordinance? We’re considering implementing an ordinance mandating solar PV for residential and non-residential new construction. For a more complete 24-hour-a-day solution, which also increases our resilience, we’re contemplating adding energy storage, either as mandatory installed or wired storage-ready. LocalEnergyCodes.com offers tools and resources to support local energy efficiency and renewable energy ordinances. The site will serve as a repository for tools and resources to support local energy efficiency and renewable energy ordinances. Key resources available on the site include cost-effectiveness studies, ordinance summaries for internal communications, model language, and document templates. More resources will be included in the future as the site continues to be updated.

Request for information from local government agencies regarding staff engagement practices as they pertain to energy efficiency, sustainability, climate change, climate adaptation etc. efforts and initiatives. We’d like to hear about how you garner support for your projects/initiatives from decision makers, city council/board of supervisors, your staff, and your community. We also want to hear about what are some of the obstacles you face in moving projects forward from conception to implementation. If your organization has rolled out an engagement strategy that was successful in changing the culture in your organization to be supportive of your initiatives we’d love to hear about it.  This information will help guide the development of a staff engagement plan for a fellow local government

UPCOMING WORKSHOP: ZNE for Local Governments





Join a no-cost workshop to learn how to prepare for California's ambitious goals for zero net energy (ZNE) buildings.* 

On behalf of the California Public Utilities Commission, New Buildings Institute will be hosting four no-cost workshops in California in 2017 covering ZNE topics for both local government audiences and those working to retrofit existing buildings to ZNE. 

*A ZNE building generates as much energy as it consumes annually through clean, renewable sources.

This four-hour workshop is designed to give local government staff the information, tools, and confidence to create and drive progress toward zero net energy goals. Case studies show how cities can be leaders within their own public building portfolios by creating a clear code and policy roadmap, and by transforming the market through public awareness. We will review how to achieve climate goals through ZNE pilot projects, deep energy retrofits starting with municipal building benchmarking and portfolio analysis, ZNE codes, financial incentives, ZNE recognition, and other tactics. In addition to sharing examples of successful plans and ZNE-ready policies, small working groups will develop their own ideas utilizing training materials. This workshop will be held in conjunction with the Statewide Energy Efficiency Collaborative Forumlgc.org/caseec/seec-forum/.
